If you want to add a magic effect, you need to install a magic system patch.
The magic of GBA FE is hard-coded, you need to install a processing system that can be controlled by script.
There are two processing systems of FEEditor Adv's CSA routine that has a lot of experience and an up-and-coming CSA_Creator with higher resolution.
Both can easily install from the patch screen.
(Both installations are not possible. Please install one or the other.)
Install Magic System from Menu Tools → Patch.
(If you are already adding magic with FEEditor Adv, this is not necessary as the patch automatically hits you.)
Please choose which magic system to use.

This concludes installation of the magic system.
Please click “Magic” button from Image Editor.
(If you do not enter the magic system, buttons will not appear and you can not enter the magic screen.)
“Are you sure you want to extend the magic table?”, As you are asked, select “Yes”.

The part called EMPTY is free space.
You can register magic here.
Why ID: 0x48 or later? Because magic is to extension of item effect.
Since the item effect has ID:0x48, it is added to the area after it.
Of course, you can also add an existing item effect by crushing it, but it is not recommended.

Assign the added magic to the weapon effect.
For this time, we will set item ID:0xA1 Wind Sword.
The magic you added is displayed as “ID:0x48 additional magic”.
Please select “ID:0x48 additional magic”.
Next, let Zetto have this Wind Sword.

Please return to the top screen of the main screen.
Pressing the PAUSE/BREAK key makes it easy to return even one shot and is convenient.
